We have the ability to set the terms for use of the Firefox brand. (As opposed to shipping a phone based on B2G code that does not use any of the Mozilla branding.) I think device identification, in this case through the UA, is a reasonable item to include in the terms of use. However, this is just me thinking out load. I do not know that the UA will be included in those terms.
