Once this hits inbound it will break comm-central based applications,
can you run this against comm-central and get review and follow a
similar process to comm at the *same time*.
Basically "land on comm at merge to m-c time, and keep comm closed from
the moment you land on inbound until you are sure comm is green"
If we had an exact date, or "right after aurora uplift in ~ 2 weeks" we
would have more leeway in getting this done for comm after you stuff
lands, but we're running out of time for a large breaking change in this
cycle ourselves.
