I'd want to think carefully about doing so, in the name of web
compatibility... Ending up with a plethora of image formats with varying
degrees of support isn't a state we'd want to end up in. Video is a
prime example of this: codec packs for downloaded media, the obvious
history of HTML <video>, etc.

On the other hand, enabling people to experiment with new image formats via carefully sandboxed JavaScript decoders could be very valuable for the future evolution of the platform. JPEG and PNG aren't going to be the last word in image formats forever, but right now any new proposal faces a nasty chicken-and-egg problem trying to achieve adoption.
