After a bit more digging, we discovered the problem. In the WAR file downloaded
from http://repo.magnolia.info/m2/info/magnolia/magnolia-bundled-webapp/3.6.3/,
the magnolia-module-enterprise-3.6.3.jar is missing from the WEB-INF/lib
folder. Once found and installed, all worked as expected.
