Well, strictly speaking, that jar is not missing, since the war file you're 
using is *not* enterprise edition, but the vanilla community edition one.

You can download pre-built  EE files from http://files.magnolia.info or, if you 
have credentials (check with support if not) from 
http://repo.magnolia.info/restricted/
