Description:
Since 3.5, the installation process detects if we're attempting to install an
author or public instance. However, it might be handy for user to be able to do
this later on. (when they realise that they installed two author instances by
accident for example)
Reusing some of the update/install tasks would probably smart.
Things to change:
- admin flag
- anonymous role ACLs
- subscribers ... ?
