The RSS file should be easy. Make a template that produces RSS instead of HTML. When you active content which is used in the RSS page, the public RSS page is updated as well.

The email thingie sounds trickier. You might have to add some servlet filter in front of the magnolia activation servlet which "intercepts" the activation, checks path of the content, then sends email. Sounds very workflow to me. Perhaps it will be easier when Magnolia is integrated with OpenWFE.
