Could this resolve why so many accounts go unverified? https://github.com/mozilla/fxa-content-server/issues/2652
Hard to start over if you got it wrong (requires "forgetting" email in desktop client too) and impossible to verify those accounts. Hopefully high impact (but not low effort I don't think).
