It depends on how you wish to integrate into the FxA multiverse. You could simply want to consume some information from a user (email, avatar, locale, etc), or you could wish to provide data about a user to the rest of the ecosystem. Or both.

I believe there's a "dev" environment for our OAuth Console that would let you register, but I can't seem to find it at the moment.
