FWIW, here's the current state of the milestones and bug counts (and I guess

Currently we have:
- train-11 (Apr 21)
- train-12 (May 5)
- train-13 (May 19)
- z-later (neverfix)
I can add train-14 (Jun 2) and train-15 (Jun 16) and we can start shuffling
bugs during next week's content-server triage meeting. I'd like to try and see
if we can uplift some bugs from z-never into actual milestones.

The 2 week cycle should work better for l10n too. Translators like to
have 2 weekends to translate, which means as devs, currently, we can
only merge in string changes every other week.
