    rtwn: refactor out the rtl8812/rtl8821 tx power programming
    
    In preparation for the VHT TX power programming, refactor out the
    CCK, OFDM and HT programming into their own routines.
    
    Locally tested:
    
    * RTL8821AU, STA mode
