The single largest thing that goes into a default install in the
/usrodata set IS the kernel debug symbols.  Isn't that what this
is controlling?

Note that these symbols are nearly 50% the size of the whole base
system:
        
-rw-r--r--   1 root  wheel  188782444 Apr  9 07:23 base.txz
-rw-r--r--   1 root  wheel   90131212 Apr  9 07:23 kernel-dbg.txz
