uma dbg: catch more corruption with atomics
Use atomic testandset and testandclear to catch concurrent double free,
and to reduce the number of atomic operations.

Unfortunately, this broke arm and arm64 kernel with random
'duplicate alloc'/'duplicate free' panics.
