I filed bug https://bugzilla.mozilla.org/show_bug.cgi?id=1101396 for
that. Multiple users have that problem. I guess that an English-only
image was supplied by the OTA update. And since there is no official OTA
update ready or an official newer build from MDN, we are stuck without
trying to build our own image.
Worst thing about being unable to choose another language is that
date/time settings are tied to the locale. We are stuck to AM/PM instead
of 24H and Month/Day instead of Day/Month visualisation.

Not sure what happened when you were updating your Flame, but I think you can
follow this MDN article [1] to get your language back.
