There is also another important issue here:

The tasks can be configured by the settings app, using the
RequestSyncManager API.
This means that if an app wants to do something every 20 minutes, the user
can change this minInterval,
or he/she can change if the task has to run only when the device is
connected to a wifi network.
He/she can event disable the task completely.
