I'm not sure, stock firmware have a separated task providing proximity services 
is deleted if you upgrade your phone using flash image method. If you upgrade 
using only 
./flash gecko;./flash Gaia from stoke system, proximity work! 
If my suspects is correct, solution is push proximity executable into new 
system from a stock system backup
