Yes, It's necessary to control browsing websites.
I think it comes to be able to control it by "SafeBrowsing".

I agree to build a minimal API.
I think that the API will provide functions similar to the feature of Permission
Manager.
( i.e. nsIDOMPermissionSettings.idl, PermissionSettings.js )

I'd like to contribute this feature, what should I do?
