It is not possible.

Because if I tap on a new SMS notification, it moves SMS
application to the foreground but the callback was created in the SMS
application.

It sounds like the system app somehow invokes the callback(s) which live in the 
child process.

So it is possible. But how? Can someone clarify this, please?
