Push notifications are a pie in the sky at the moment.  There's a
patch and a lot of debate about it.  Nothing is checked in, and little
is agreed upon by all involved parties.

Having said that:

This was true at one or more points in the past, but is not true of
the latest (draft) incarnation of push notifications.

This is not part the current pie in the sky proposal.  It's not clear
to me that it would be necessary.
