This bug makes sense, given that lightdm would not have access to any
folders in an encrypted home directory. A workaround would be for Ubuntu
to store a copy of each users current wallpaper in system folder that
isn't encrypted.

EXPECTED: The Lightdm Greeter should show each user's desktop wallpaper
when that user is selected, regardless of whether or not 1) that user is
using a custom wallpaper instead of a default, and 2) that user's home
directory is encrypted.

WHAT HAPPENS: Lightdm falls back on the default Ubuntu wallpaper for
users with encrypted home directories, because it cannot access the
encrypted wallpaper file.
