Bug description:

  Ubuntu 25.04 under Gnome 48 no longer properly scales up low
  resolution icons. In the applications grid, small icons appear small
  and padded rather than scaled up and low-resolution.

  1. Create a Desktop file with:
     $ cat << EOF > ~/.local/share/applications/test.desktop
  [Desktop Entry]
  Type=Application
  Name=Test
  Exec=/usr/bin/true
  Icon=/usr/share/icons/Adwaita/16x16/places/user-home.png
  EOF

  2. Open the Applications grid
  3. Verify that the application named "Test" has a regular size icon,
     although evidently low-resolution.

  The patch affects any GNOME Shell elements that display images.
  Problems would manifest with those images being incorrectly sized.
