Bug description:
  I have the usual Ubuntu with GNOME and with the dock on the left edge
  of the screen. Distro version is Plucky.

  My display has 4K resolution, 3840x2160, and "Scale:" is set to 200 %,
  no fractional scaling. The dock icon size set in the G-C-C is 48
  pixels.

  I have many icons (> 15) in the dock, more than they fit in, so to
  access all of them I need to scroll. In older Ubuntu versions, up to
  Oracular, I simply put the mouse cursor  over the dock and turned the
  mouse wheel to scroll the icons. Putting the mouse cursor over the
  Circle of Friends at the bottom and using the wheel then switched the
  work space.

  In Plucky this does not work any more. Wherever I put the mouse cursor
  over the dock and turn the mouse wheel, the workspace is switched, I
  cannot scroll any more using the wheel. This is the correct behavior
  only if the dock is not overfull of icons and therefore no scrolling
  is needed. As soon as there are more icons that there is space the
  icons should scroll when turning the wheel.
