According to the SRU documentation (see

explain what could go wrong in case gnome-initial-setup misbehaves after
the patch.

It seems like the review stalled in Debian; we can also process this SRU
on the Ubuntu side. If the fix is urgent, you can open a Merge Proposal
on Launchpad by forking this repository
(https://code.launchpad.net/ubuntu/+source/gnome-initial-setup) to your
Launchpad account and then make changes on the `ubuntu/noble-devel`
branch. Do note that you will need to write a new changelog entry in the
`debian/changelog` file if you are going this route.

Bug description:
  [Impact]
  On 24.04, it will set ‘Skip for now’ when there is not network,
  But when there is a connection, then ‘Enable Ubuntu Pro’ and ‘Skip or now’ 
are not selected, and the ‘Next’ button is active.

  * Make the network is offline
  $ rm .config/gnome-intial-setup-done
  $ gnome-initial-setup --existing-user
  * Then turn on the network
