Bug description:
  Reason
  ======
  Ubuntu Desktop is stuck at gnome-remote-desktop 48 Alpha because newer 
versions require libva2. Ubuntu Desktop wants to ship gnome-remote-desktop 48.0 
for Ubuntu 25.04

  Impact
  ======
  As part of the Main Inclusion Review, I needed to make 2 late changes:
  1. Disable the trace feature. This appears to be unused and its impact is 
negligible.
  2. libva2 Recommends va-driver-all. It is not allowed for a package in main 
to have Depends or Recommends on a package in universe. Ubuntu Desktop wants to 
keep va-driver-all in Universe to limit the scope of this MIR to what is 
achievable and needed now. Therefore, we are demoting va-driver-all to Suggests.

  This affects every single Ubuntu Desktop Flavor which will now need to
  manually add va-driver-all to their seeds and rebuild their
  metapackages to keep the current situation.

  va-driver-all (from libva) is seeded in:
    edubuntu: daily-live, daily-preinstalled
    kubuntu: daily-live
    lubuntu: daily-live
    ubuntu-budgie: daily-live
    ubuntu-mate: daily-live
    ubuntu-unity: daily-live
    ubuntucinnamon: daily-live
    ubuntukylin: daily-live
    ubuntustudio: daily-live
    xubuntu: daily-live, daily-minimal

  If this FFe is approved, I will work with all the Ubuntu Desktop
  flavors to ensure this work is completed quickly.

  Testing Story
  =============
  gnome-remote-desktop's new "zero copy rendering" feature that requires the 
new libva2 dependency is actually still hidden behind a debug flag. Therefore, 
there isn't really a change in gnome-remote-desktop for end users.

  Background

  The MIR was filed as LP: #2097800 . It needed to complete a Security review 
which was finished March 21.
