Bug description:
  == Impact

  When using the GNOME Session or not using the Yaru theme, the gnome-
  control-center mouse animations are not visible

  == Test case

  1. Run the GNOME Session
  1a. Alternatively, just call:
      gsettings set org.gnome.desktop.interface gtk-theme Adwaita
  2. Launch:
     gnome-control-center mouse
  3. Animations should be visible

  == Regression potential

  Animations are not matching the accent colors
