Title:
  sound volume is maximized to 100% when hdmi monitor with speakers is
  back from sleep

  steps to reproduce:
  1. obtain a laptop and external monitor with speakers, connect through 
usbc[laptop]<->hdmi[monitor] cable
  2. configure ubuntu to use only external hdmi monitor (also for sound, but it 
was automatic in my case)
  3. open firefox and go to https://www.programmersmusic.com/browse/radio/
  4. start listening to a radio there
  5. adjust volume through the widget in upper right corner of the screen to, 
for example, 1/3 of maximum
  6. leave workplace untouched to make hdmi monitor go to sleep (no any 
specific sleep configuration, just ubuntu defaults)
  7. sound switches to the laptop (that's OK)
  8. move your mouse/type on the keyboard to wake up the monitor and make sound 
go back through it
  9. your volume is not 1/3 as you had configured before, your volume is now 
100%

  expected behaviour:
  monitor should come back from sleep with the volume which user had configured 
before it went to sleep

  actual behaviour:
  monitor comes back from sleep with the maximum 100% volume

  other OSes:
  I tested windows 11 with the same hardware - with it monitor comes back from 
sleep with the volume which had been configure before, not 100%.
