Hello Nathan, or anyone else affected, Accepted librsvg into oracular-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/librsvg/2.59.2+dfsg-1~1ubuntu24.10.1 in a few hours, and then in the -proposed repository.
