I'm closing this based on the most recent comment.

adwaita-icon-theme Suggests adwaita-icon-theme-legacy which means it's
not installed by default but it's mentioned in apt's output when using
apt from the command line.

  Some icons are missing from GNOME's default icon theme

Status in adwaita-icon-theme package in Ubuntu:
  Fix Released

Bug description:
  Some pretty standard icons are missing from Adwaita while they exist in Yaru 
(and used to be there in Ubuntu 23.10). For example:
   - the "crop" icon in gnome-scanner.
   - the "download remote images" icon in Evolution.
   - the "update-manager" and "install proprietary drivers" apps.
   - the "install language packs" app is there, but all white.
