Issue is still present in Ubuntu 24.04.1 LTS, at least with upgrade from
previous LTS (and this was not an issue before upgrade). Mentioned
solution resolves the issue. In my opinion this bug is critical as for
non tech users till someone finds this solution typing becomes a
nightmare, imagine masked password entries with this bug in action...

  Ubuntu 23.10 Latvian keyboard layout (apostrophe) broken

Status in gnome-shell package in Ubuntu:
  Confirmed

Bug description:
  When using keyboard layout Latvian (apostrophe), when writing accented 
  characters like "š", second character is outputed accented, too.

  When writing, for example, 'so, šō is outputted (should be šo)

  When testing keyboard during Ubuntu 23.10 installation and choosing 
  Latvian (apostrophe) layout, the behaviour was correct.
