The first known issue that comes to mind is bug 1717878. If that doesn't
solve it then please provide a log from one of the failed boots with
kernel 6.8.0-48, such as:

  journalctl -b-1 > prevboot.txt
  journalctl -b-2 > prevprevboot.txt

and attach the resulting text files here.

Title:
  GDM Fails to load after Update

Status in linux-hwe-6.8 package in Ubuntu:
  Incomplete

Bug description:
  Using ubuntu 22.04 I have had a few users report that GDM is failing
  to load(no login prompt either) after updates. Upon investigating
  after the update to the new kernel Linux 6.8.0-48-generic, GDM is
  failing to load. Reinstall failed systemctl status reporting all is
  running as it should be.

  After booting up with older kernel 6.8.0-47-generic GDM loaded as it
  should.
