Thanks for the bug report. It is a known limitation that Xorg sessions
cannot set different displays to different scaling factors.

As for "window freezes and creates graphical irregularites", that is bug
1924689.

You can select 'Ubuntu on Wayland' at the login screen to avoid both
problems.

  Scaling factor bugs

  Incomplete

Bug description:
  I have a dual display setup and I tried changing the scaling. The
  laptop monitor has a resolution of 3200x2000 and my second screen has
  only 1920x1080. By default both screens were scaled to 200%. It cannot
  be changed individually, only on both screens as it seems. When
  changing the scaling to 100% the display settings window freezes and
  creates graphical irregularites. The rest of the software works as
  expected.
