Thanks for the bug report. It is a known limitation that Xorg sessions cannot set different displays to different scaling factors. As for "window freezes and creates graphical irregularites", that is bug 1924689. The laptop monitor has a resolution of 3200x2000 and my second screen has only 1920x1080. By default both screens were scaled to 200%. It cannot be changed individually, only on both screens as it seems. When changing the scaling to 100% the display settings window freezes and creates graphical irregularites.
