I found an older Ubuntu box (18.04) with older LO/Calc (6.4.7.2) and Gnome rather than Wayland, and it works correctly: [Alt+F] opens the File menu, and the New sub-menu then auto-opens, but the File menu’s options remain available for keystroke selection.
I then installed LODev 6.4.0.0.alpha0+ for testing, and the issue is present using this version on my system. Thus, it does not appear to be only a LO issue.
