You did not mention Firefox, with comes pre-installed. Does the problem
not happen there or did you just not test it there?
Your home interface is connected. Do you have a non-conventional home
directory, or is it the usual /home/USER? The Apparmor log indicates the
latter, but I want to confirm it.
In /var/lib/snapd/apparmor/profiles/snap.chromium.chromium, do you have
such a section:

KUbuntu 24.04 can not acceass local files from Chromium and Brave.
*How to reproduce*
1. Lets have Chromium or Brave installed from snap
2. Start app
3. Try to download file or load local file
*What happens*
Nothing. IUn download it says "Need permission to download"
*What is expected*
Download and upload files shall be not a problem for modern OS.
*Observation*
