I can connect to it using `--data-ciphers-fallback AES-128-CBC`, but this seems to be impossible to configure in the network manager. This is similar to the bug here: https://bugs.launchpad.net/ubuntu/+source/network-manager-openvpn/+bug/1993634 which states that --data-ciphers has been added upstream in debian (https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1012664), yet there is no mention of --data-ciphers-fallback.
