This issue is much worse if someone has enabled the show Seconds option in the top bar clock. This issue is being fixed by packaging the new bugfix release of gsettings-desktop-schemas 46.1. This is caused by a mistaken translation of the quote characters in "'24h'" which is used as the default value for a particular gsettings key.
