This device has dual display ports. I tried the other one using the
23.10 boot medium in live mode. Same problem.

Title:
distorted display on 4K TV with xserver-xorg-video-intel

Status in xserver-xorg-video-intel package in Ubuntu:
  New

Bug description:
I have a mini-PC with an Intel N5105 Celeron CPU and a Jasper Lake 24
GPU ("Gen11"). It is connected with HDMI to a Hisense 4K TV. Up until
recently, I had no problem installing Kubuntu 22.04 and setting its
display resolution to 1280x720. I would see my normal desktop with the
  panel at the bottom.

Now if I select any resolution <4K the screen is distorted vertically
and the panel does not appear at the bottom. I've tried both 1920x1080
  and 1280x720 and had the same problem. Tried a couple of 4:3 options;
  they didn't help.

I then tried Kubuntu 23.04 and 23.10. The problem persists with both
these distributions which leads me to think it may be a problem with
  the graphics driver.

  1) Kubuntu 22.04.2

  2) xserver-xorg-video-intel:
    Installed: 2:2.99.917+git20210115-1
    Candidate: 2:2.99.917+git20210115-1
    Version table:
   *** 2:2.99.917+git20210115-1 500
          500 http://us.archive.ubuntu.com/ubuntu jammy/main amd64 Packages
          100 /var/lib/dpkg/status

  3) Desktop should fit the screen properly at an 16:9 resolution.

  4) Screen appears too tall to fit the desktop. The Panel is off the
  screen below the bottom.
