However, in keyboard layouts that don't have "c" in them (e.g. Hebrew, Arabic), the action is not executed. The expected behavior is that it would behave as in text applications such as gedit, in which ctrl-C works regardless of the keyboard layout being used. I am guessing that gnome-shell is at fault, but there is no new executable when I use PrtScr. The behavior persists regardless of whether I'm using XWayland or Xorg.
