Pressing the "settings" key fails to launch "Settings."

STR:
1. Press the "Settings" key (the key physically shared with F9).
2. Nothing happens. 

Expected result:
The "Settings" app should appear (the same one accessed by the gear icon in 
"Quick Settings").

Actual result: 
Nothing happens. 

The key worked fine in 22.04. 
Pressing the gear icon in "Quick Settings" does work.
