I can confirm the same happening on a Dell Latitude 7390 2-in-1 with Ubuntu 22.04.1, gnome version 42.4, windowing system: X11, kernel: 5.15.0-48-generic.
Details: I have screen rotation locked, but after resuming from suspend the screen is rotated randomly. Then I first have to unlock screen rotation (by trying to move the mouse in the wrong orientation), and then rotate the laptop until the screen rotation is triggered and restored to the actual orientation of the laptop.
