In the default speech-dispatcher configuration no voices are listed
while some are installed. Voices are needed for speechsynthesis to work
in webbrowser as described on bug #1987979
* Test case
$ spd-say -L
should list voices
the fix is also part of making speech-dispatcher work with firefox but
more fixes are needed for the feature to work in the snap
* Regression potential
The wrong voices could be selected, check that spd-say respects the
selected voice and language.
