Title:
Scrolling the app grid incurs very high CPU usage

Bug description:
https://gitlab.gnome.org/GNOME/gnome-shell/issues/174
Scrolling the app grid incurs very high CPU usage. On an i7-7700
desktop it uses 47% CPU (compared to 17% to display a maximized
glxgears).
I imagine most machines can't scroll the app grid smoothly. It doesn't
appear smooth on this machine so I would look at the CPU usage problem
first.
