The 'use-experimental-views' option appears to have been the problem. I
reset it, and the problem seems to have gone away.

I do not think I explicitly set that option, so I don't know how it got
turned on. But this machine has been upgraded in place several times, so
it may have been something that occurred years ago. No matter, it
appears to be working correctly now, in several different directories &
using several different zoom levels.

I believe this bug report can be marked as 'resolved'.

  Right clicks on file icons select a different file

  Upgraded to 20.04 from 18.04. Right clicking on files in icon view
  will always select a different file. This does not happen in list (or
  detail) mode. Switching between the two modes several times will
  sometimes make the functionality work for a while in icon mode.
