Make sure that ubuntu-desktop-minimal is installed. Open a terminal and
run this command:

sudo apt install ubuntu-desktop-minimal

Log out. On the login screen, select your name. Click the gear button in
the bottom right of the screen and choose 'Ubuntu'. Enter your password
to finish logging in.

  Appearance options not available in settings after upgrading from
  Ubuntu 21.10 to Ubuntu 22.04

  After upgrading from Ubuntu 21.10 to Ubuntu 22.04 beta release, the
  Appearance options from the Settings is not available, I have tried
  reinstalling the gnome-control-center app and it is still not working.
