This does seem to be a bug in the GTK4 file chooser, not the portal
itself:

Title:
Desktop portal's file chooser displays disabled 'Save' button after
  switching directory

Status in xdg-desktop-portal-gtk package in Ubuntu:
  New

Bug description:
  ## System

  Ubuntu 22.04
  xdg-desktop-portal-gtk 1.14.0-1build1

  ## How to reproduce

  1. Open confined app, snap or flatpak, e.g. Firefox
  2. Open file chooser, e.g. by pressing Ctrl + S
  3. In the opened file chooser: Enter a subdirectory by clicking on it in the
central file list widget
  4. Observe the 'Save' button turning to a disabled state (see the attached
screenshot)

  ## How to work around

You can work around the issue by editing the file name in the text
input at the top of the window. E.g. by adding and then removing a
  single character.

  ## Expected results

No such problem should occur. There's probably some state management
issue going on. Ubuntu 21.10 did not show such behavior for me.

  ## Misc observations

A flatpak app showed the same problem.
