I tried downloading files using google chrome and firefox and the behavior is the same. If I try to save the file to my homedir the file is downloaded, if I try to save to /tmp it also works, but if I try to save to any other folder it doesn't work, the download doesn't start. I downloaded firefox in version 91.0.0-esr https://ftp.mozilla.org/pub/firefox/releases/91.8.0esr/linux-x86_64/en-US/firefox-91.8.0esr.tar.bz2 And I was able to save files in any folder.
I also noticed that when opening the download window I get the following log using sudo journalctl -f Apr 30 13:27:14 vortex gnome-shell[135810]: Can't update stage views actor <unnamed>[<MetaWindowGroup>:0x559239a7c370] is on because it needs an all occasion.
