gnome-weather is an app that is not required to run gnome-shell. The other gweather-related packages are supporting data that is required to run gnome-shell. It doesn't start up without it due to strong runtime dependencies. If you want to change that then you will need to change the source code of gnome-shell. Otherwise this bug report is invalid.
