Apparently you didn't know there are two kinds of "username". While you
can't change the login name easily after a user has been created, being
able to change the display name (as shown on the login screen, for
instance) is a reasonable feature.

Possibly there is room for clarification in the UI. If you think there
is, I would suggest that you file an upstream issue:

Bug description:
  Changing the username from gnome-control-center 's users panel does
  not change the user home directory or name within the OS. This is
  extremely confusing for UX and general user intent.
