We are sorry that we do not always have the capacity to review all
reported bugs in a timely manner. Your issue was probably caused by a
bad download and:

  sudo apt clean
  sudo apt install thunderbird

would probably have resolved the issue and allowed the update to
complete.

Presumably this issue has now been resolved as the currently supported
release of Thunderbird in Ubuntu 20.04 is 78.14.0 for which a further
download would have been required.
