Animations stutter constantly on Nvidia in GNOME 40.

[Test Plan]

1. Run glxgears and maximize it.
2. Watch closely.
Expect consistently smooth animation.

[Where problems could occur]

Since the fix touches on frame scheduling it could (and should) affect
the smoothness of the entire screen. Although it is designed to only
affect drivers that have `frame_clock->last_presentation_time_us == 0`,
so that's the Nvidia proprietary driver and maybe some virtual machine
configurations.

The upstream fix mutter!1826 is currently only in mutter 41, not in the
mutter 40 branch yet.
