Title:
  Shortcut selector should always be on the top of all windows

Bug description:
  Reproduction steps:

  - Open gnome-control-center
  - Go to "Keyboard shortcuts"
  - Try to change any shortcut (but don't actually change it, just wait until 
the "shortcut selector" window opens)
  - Switch to another window (alt+tab)

  What happens:
  I can switch to another window, but keyboard doesn't work (because shortcut 
selector is still waiting for my input in background)

  What I expected to happen:
  I expected a shortcut selector to prevent me from switching windows (aka 
modal window).

    Installed: 1:3.38.1-1ubuntu1
